A Public Relations Officer is the person who deals with UAE government departments on a company's behalf — the DED or free zone authority, MOHRE, GDRFA/ICP immigration, the Ministry of Foreign Affairs and the land department. In practice that means licence renewals, visa processing, labour contracts, attestations and any amendment to the company record.
For most companies under about 30 employees, yes. An in-house PRO carries salary, visa, insurance and end-of-service costs and is typically underutilised. A retainer converts that into a predictable monthly fee, and you gain redundancy — there is always someone available when your PRO is on leave.
Fines begin accruing from the expiry date and escalate monthly. Beyond that, an expired licence blocks visa processing, can suspend your immigration and labour files, and banks may restrict the account. Extended non-renewal can lead to the licence being cancelled and blacklisted, which affects the shareholders personally.
