Authority fees change without notice and package inclusions differ between zones — a licence that looks cheaper may exclude the establishment card, the immigration file or the registered address. Your written quote confirms exact figures before you pay anything.

Five questions that decide
the right zone

Price is the fifth question, not the first. Answer these in order and the shortlist usually narrows itself to two or three.

  • Who pays your invoices? If they are UAE-based businesses or consumers, mainland may beat every free zone on this list.
  • Is your activity on the zone's list? Activity lists vary widely. A zone that does not license your activity is not a cheaper option, it is not an option.
  • How many visas in 24 months? Buy the quota you will actually use. Upgrading mid-term costs more than starting one tier higher.
  • Which bank do you need? Some zones clear compliance noticeably faster. If banking is critical to your launch, weight it heavily.
  • What is the three-year cost? Renewals, visa quota and office upgrades matter more than the year-one headline.
Common mistake

Buying the licence before the bank

Founders routinely pick the cheapest zone, pay for a two-year package, then discover that no bank on their shortlist has appetite for that combination of jurisdiction, activity and shareholder nationality. The licence is not refundable, so they either operate without local banking or pay twice.

On headline licence cost, the northern emirates win: SHAMS in Sharjah and RAKEZ in Ras Al Khaimah both start under AED 6,000 for a zero-visa licence. Dubai zones such as IFZA and Meydan start around AED 12,500. But cheapest is not always least expensive — if the low-cost zone does not support your activity, your visa count or your banking profile, you pay again to move. Compare the three-year cost including visas and renewals, not the year-one licence alone.

Yes, more than most people expect. Compliance teams at UAE banks maintain internal views on jurisdictions, and companies registered in well-established Dubai zones such as DMCC, DIFC, JAFZA and DAFZA generally clear onboarding faster. That does not mean a northern-emirate company cannot bank — it means the file has to be stronger. We factor bank acceptance into the recommendation rather than treating it as your problem after the licence is issued.

Not directly. A free zone entity can sell to customers outside the UAE freely, and can sell into the UAE mainland through a mainland distributor, a commercial agent or by opening a mainland branch. If most of your revenue will come from UAE-based customers, a mainland licence is usually the correct structure and we will say so.

Visa allocation is tied to your office product, not to the licence itself. A flexi-desk typically supports one to six visas depending on the zone. A physical office is allocated by area, commonly one visa per 80 to 100 square feet. Some zones sell additional visa quota as an add-on. Size the package to your realistic 24-month headcount so you are neither capped nor paying for unused quota.

They are within scope and must register and file. A Qualifying Free Zone Person can apply a 0% rate to qualifying income, but only if it maintains adequate substance in the zone, earns qualifying income under the current activity list, prepares audited financial statements, meets transfer pricing requirements and keeps non-qualifying revenue below the lower of AED 5 million or 5% of total revenue. Fail the conditions and you pay 9% on all income and lose the status for five years.

In many cases yes, but it is rarely a transfer — in practice it usually means incorporating a new entity, migrating contracts, reissuing visas and reopening the bank account. That is precisely why choosing correctly at the start matters more than saving AED 3,000 on year one.
